Klodt seeks Hopkins site for apartments - Finance & Commerce

As interest heats up in potential development along a future Southwest Corridor light rail transit line, Minneapolis-based Klodt Inc. is negotiating with the city of Hopkins on a site where it wants to build at least 110 market-rate apartments.

The property, now home to a vacant clinic, is one block from a proposed light rail transit (LRT) station on the Southwest LRT line.

Klodt Inc. has been a prolific apartment developer along the Hiawatha LRT line in south Minneapolis. For a time last year, the Hopkins project status was unclear as Klodt Inc. Chief Executive Officer Paul Klodt was in failing health. Klodt, 78, died last month.

But John Bell, vice president of construction and development for Klodt Inc., said the company is moving ahead with its plans and hopes to have a development agreement approved in the next 30 to 60 days.

?There were a few months ? where we were in limbo,? Bell said. ?At this point we would anticipate that we would break ground about a year from now.?

Kersten Elverum, director of economic development and planning for the city of Hopkins, said the city aims to have the development agreement on the agenda for the April 17 meeting of the Housing and Redevelopment Authority.

?We are making progress on the development agreement,? Elverum said, noting that the project would still need to secure land use approvals. ?We?re looking forward to breaking ground.?

Klodt Inc. became interested in the site when it began to scout locations along the future Southwest LRT line, Bell said.

?Right away this site jumped at us. The light rail is one thing, but the proximity to Mainstreet in Hopkins was really a strong drawing card to us,? Bell said.? ?We?re going to be there long before the light rail comes.?

Tara Beard, community development coordinator for the city of Hopkins, said the Downtown Hopkins LRT station is slated to be located at the southeast corner of Eighth Avenue South and Excelsior Boulevard, one of three stops in Hopkins. Construction of the line could start in 2014 or 2015, and the Southwest LRT line should be operational in late 2017 or early 2018, Beard said.

Beard said the city hopes to create a connection between the light rail station and downtown Hopkins. Excelsior Boulevard is two blocks from Mainstreet in downtown Hopkins. Another challenge is that the station will be on the south side of Excelsior Boulevard, which means that people will need to cross Excelsior, a wide thoroughfare, to head toward downtown.

?There?s all sorts of pedestrian improvements that can be made ? we really want to make Eighth Avenue a place in and of itself,? Beard said.

Hennepin County is preparing to issue a request for proposals for the ?next generation? of station-area planning along the line, she said.

A Park Nicollet clinic, which closed in mid-2009, is still standing on the 815 First St. S. site. The city struck a deal to buy the property and issued an RFP in 2010.

Besides Klodt, the city drew responses from Plymouth-based Dominium and Richfield-based Cornerstone Group. The city selected Klodt Inc. in April 2011, one month after paying $1.68 million for the site owned by Park Nicollet.

Bell said the project could be expanded to about 160 units if the developer acquires an adjacent site. But it?s not clear if that deal will come together. Bell said he won?t know what the total budget will be until he knows the scale of the project.

?We do have an equity partner that we?re doing this with,? Bell said, declining to name the partner.

Klodt Inc. will seek traditional bank financing for the deal, he said.

?It?s not impossible. Deals can be done,? Bell said. ?We certainly don?t have big issues with getting construction lending done.?

Klodt Inc. is just wrapping up Station 38 Apartments, a 64-unit project adjacent to the 38^th Street Station on the Hiawatha LRT line in south Minneapolis. The complex, at 3725 29^th Ave. S., opens this weekend.

For the moment, Bell said, Klodt Inc. is not moving ahead with any other projects in the Hiawatha corridor.

?We still own some other property along the Hiawatha light rail. We?ve got quite a commitment there already,? Bell said.

Other sites near the LRT line are drawing interest in Hopkins.

The Luther Automotive Group paid $1.8 million last summer for an 8.9-acre industrial site, generally known as the Engineered Building Components (EBCO) site. The property is close to the planned Downtown Hopkins LRT Station, but Luther has not disclosed any plans yet.

?We?d like to encourage them to share their vision with us,? Elverum said of the EBCO site.

Ed Hanlon, a commercial property specialist with Edina Realty, has a listing for a long-vacant former Snyders Drug store at 15 Ninth Ave. N. in Hopkins, which is two blocks north of the Klodt site. The property is listed for $1.1 million.

Hanlon said the site is starting to draw interest, prompted in part by light rail plans. While he has no deal yet, he?s encouraged.

?Last year it was an albatross,? Hanlon said of the site. ?I?ve had a lot of interest in the Snyder Drug building of late ? it?s a perfect piece of property for development.?

There, you are not only permitted but encouraged to be as vociferous and opinionated as you can, because that way you leave no ambiguity about your position. I am confining myself here to discussing the art of fiction.)

But immediately we fall into a trap. One man's agitprop is often another man's speaking-out against being silenced by complacency or marginalization. So to just say "don't write that stuff" is to some ears tantamount to saying "Don't speak up for yourself or your brethren."

I cannot deny that I have seen firsthand the way the SF community can pretend (not always intentionally) how problems of marginalization do not exist. I don't have the luxury of pretending those problems are imaginary. The last thing I want is to sound like I'm coming out against people giving themselves a voice where before they felt they had none.

From what I can tell, most of the use of SF as agitprop (or literature as agitprop generally) comes from two places. The first is as a reaction to life conditions, which everyone knows about. We write about what we know, and if we have been injured ? deliberately or unthinkingly ? we write about that, as well we should. The second is as a reaction to writing that is itself a kind of normative agitprop ? i.e., writing which unthinkingly reinforces the status quo without questioning it or at least showing some awareness of it being a status quo, etc.

To see the status quo for what it is should be a function of the writer's overall job as an observer and interpreter. If they don't see these things in some form, they're not looking closely enough.

This is why, for instance, so much military-themed SF falls flat with me. To draw parallels, most of it seems inspired more by Patton or The Green Berets than it is La grande illusion, All Quiet on the Western Front, Overlord, Paths of Glory, Army of Shadows, etc. It's easier to talk about war (in space or elsewhere) in terms of easily-assimilated ready-made concepts like heroism (we win because we're morally superior) and technological positivism (we win because we have bigger guns) rather than tougher questions of how we can talk intelligibly about war, even a war we might not be able to avoid fighting (yes, it is na?ve to assume real enemies do not exist, etc.), without assuming that having a moral mandate for the fight will simply absolve us and render all further discussion moot. I do not doubt for a second that there are times when we must fight; I also do not doubt for a second that even those instances should go without scrutiny and skepticism; and I further do not doubt that such scrutiny and skepticism should not be used to turn the whole discussion into a matter of stumping for a pet argument or making the other guy look like a fool for taking his position.

From what I see here, then, it's only possible to not write agitprop when a) you know what it is, b) you know why it's bad to do so, and c) you have some idea of what a proper counterexample looks like. I've touched on b) and c), but I've still missed supplying a good discussion of a), so here goes. And something I mentioned at the end of the last 'graf seems like a good lead-in to that.

Agitprop as fiction exists most when it talks about issues as a form of ? for lack of a better way to put it ? audience-shaming. This is work that seeks not to enlighten or entertain, but simply to incriminate ? to make its audience feel guilty. In the case of war, for instance, it could be for picking up a gun; it could be for not picking up a a gun (Johnny Got His Gun). Either way, the deeper meanings of either side are obliterated in favor of simply making us feel bad for not siding with the author. The author may well be completely in the right, and a great deal of the time, they are. But the work they produce should be held to its own standard outside of the position it stakes out. A bad story with noble intentions is still a bad story.

The people who thrive most on and celebrate most the art of audience-shaming are, from what I've seen, other writers who themselves engage in such actions and are looking for evidence that they're doing the right thing. They are less interested in looking at the issue than they are in scoring points through the use of the issue. Not all of them seem conscious of this, either.

This sort of thing manifests most visibly as plain old second-rate storytelling. An SF story that looks critically at the power imbalances that technology creates, for instance, does not need a singular scapegoat. It does not need a Disney-style load-bearing villain which, when knocked out of position, causes all the evil in the story to evaporate. It would need to be honest enough to recognize that the people on both sides of the imbalance are being injured by the imbalance ? not to minimize the suffering of the victims, but to show that the ignorant also hurt themselves when they hurt others. This is not to say that the way they hurt themselves somehow outweighs the way they hurt others, or anything of that nature ? only that a wiser story would see the full picture and attest to that as well, without trivializing anyone's individual suffering or displacing sympathy. Consider it a direction to to work towards, rather than a goal that must be achieved for the story to have the full order of merit. (I leave it entirely as an exercise to the author how to pull that off, because it isn't going to be remotely possible to do that the same way in any two different stories.)

This is a thorny subject, in big part because I agree completely with the idea that some things are just plain wrong, and that it does no one any good to use moral equivocation to dodge such issues. Some things need to be denounced, not just once but in each of its social incarnations. But there is more than one way to denounce something, and more than one possible context for that denunciation. Denouncing something in the context of a story happens differently from the way we denounce it face-to-face, in the heat of a living moment. On paper, we can afford to be subtle; in real life, it often does not pay to bite our tongues.

The opposite of agitprop should not be another kind of agitprop ? especially not something that unintentionally becomes agitprop. The opposite of agitprop is humane and insightful fiction, wherever we may find it. It may come from a side, and it might even take a side, but it refuses to fall into the trap of being nothing but the taking of a side, lest it be confined by the very same things that confine its antagonists.

Literary critic Dale Peck once said (I paraphrase) that within every story there is a utopian vision that if realized would make the story unnecessary. The difference between fiction and agitprop is that the latter doesn't know this. It thinks the vision is the story. Put the story first and let the vision speak for itself.

NEW YORK (AP) ? Carmelo Anthony knocked down three long jumpers, finding a rhythm that's been missing most of the season.

Then the Knicks really got rolling ? on their biggest run in 8 1/2 years.

Anthony and the Knicks climbed above .500 for the first time since mid-January in overwhelming fashion, scoring 21 straight points in the third quarter and routing the Orlando Magic 108-86 on Wednesday night.

Anthony and Iman Shumpert each scored 25 points for the Knicks (26-25), who won for the eighth time in nine games despite playing without the injured Amare Stoudemire and Jeremy Lin. New York outscored Orlando 65-30 in the middle two quarters and has a winning record for the first time since it was 6-5 before a loss to Oklahoma City on Jan. 14.

"I said this at the top, as a coach I'm always interested in when you're short-handed who's going to step up and make plays? And we're getting it from everybody and that to me is a sign of a good, quality team that wants to win," interim coach Mike Woodson said.

The Knicks moved 2 1/2 games ahead of Milwaukee for the eighth and final playoff spot in the Eastern Conference and pulled within 2 1/2 of Philadelphia and Boston for first place in the Atlantic Division. New York could get Stoudemire back before the end of the season, announcing Wednesday that he could be back in two to four weeks after non-surgical treatment for a bulging disk in his back.

Anthony knows he must step up until then without Stoudemire and Lin (sore left knee), and he had his second straight strong performance since they were hurt. Anthony scored 28 points Monday, and would have easily surpassed that had he not been limited to 26 minutes.

Playing despite a strained right groin, Anthony shot 9 of 15, his jumper that has been off all season falling in a third-quarter flurry that blew open the game.

Anthony said it's been a rocky season, which includes his own struggles with injuries and his shot, the resignation of coach Mike D'Antoni, and now the injuries to the Knicks' second- and third-leading scorers. But they sure seemed as if they had it all figured out in the third quarter, when they had their longest consecutive run of points since a franchise-record 24 in a row against Indiana on Nov. 15, 2003.

"Right now, with the coaching change, we've been playing extremely well," Anthony said. "Guys seem to be responding pretty well. We've been really locked in on our mission right now."

Jameer Nelson scored 17 points, and JJ Redick had 15 for the Magic, who had their three-game winning streak snapped. Ryan Anderson, who made seven 3-pointers and scored a career-high 30 points in the Magic's 102-93 victory here Jan. 16, took just four shots and scored three points.

"They're playing small and we got crushed on the boards. That to me is the one that tells me that the effort wasn't there. When you give up 16 offensive rebounds to a team that's playing small, that that's an effort problem," Magic coach Stan Van Gundy said.

The Knicks built a big lead by outscoring Orlando 32-12 in the second quarter, then made it a blowout in the third.

After scoring mostly down low in the first half, Anthony came out and knocked down two 3-pointers and a long jumper to make it a 20-point game. Dwight Howard made a layup before a short jumper by Baron Davis ignited the 21-0 burst, the Knicks' longest of the season.

Orlando went scoreless for more than 6 minutes, and it was 88-49 after Shumpert's jumper with 2:58 remaining in the third period.

Howard had 12 points on seven shots for the Magic, who had won 14 of the previous 17 meetings. They equaled their highest point total of the season Monday by scoring 117 in Toronto, but couldn't get anything going against a Knicks team that is allowing only 86 points per game since Woodson replaced D'Antoni on March 14.

"When we want to play, we're a great team. We just have to bring that effort every night," Howard said. "It should be frustrating for everybody. We just have to step up and play the right way. When we don't, we have games like this."

The Knicks used a 12-0 run to take a 52-38 lead on Shumpert's layup with 1:20 remaining in the first half. The Knicks took a 57-41 lead into the break on Steve Novak's 3-pointer at the buzzer.

Novak scored 16 points, and fellow reserve JR Smith had 12.

Lenovo Launches An Android App Store For The Enterprise

Computer manufacturer Lenovo has launched its own Android app store today, called simply, the "Lenovo Enterprise App Shop." As the name implies, the service is targeting the company's businesses customers by offering custom management, deployment and publication of mobile applications. Apps can also be purchased through volume pricing. Lenovo says the app store will work on their Android-based tablets running Android 3.1 or higher, but it will also work with those tablets from other PC makers, too.

Kirkcaldie & Stains rejects offer for unprofitable retail business ...

Kirkcaldie & Stains has ended discussions with a potential buyer of its unprofitable retail business, saying the parties have ?substantially different? views on the unit?s value.

The Wellington-based company said it won?t hold any further discussions with J C Capital, which was arranging an offer to buy the retailer?s flagship department store. The offer emerged last year.

?At this stage the board has a substantially different view on the value of the retail business from that of J C Capital,? chairman Falcon Clouston said in a statement. ?The board is not proposing any further discussions at this stage.?

The retail unit has been unprofitable for the past two years, and made a loss of $465,000 in the 12 months ended Aug. 31. The group posted a loss of $56,000 in the year as the property unit offset those losses.

As well as its flagship store on Lambton Quay, Kirkcaldie?s owns the Harbour City Centre, a historic six-floor retail and office building next door, which is currently being earthquake strengthened.

The shares last traded at $2.75 apiece, valuing the company at $28.2 million.

Madonna made a splash when she took the stage alongside Avicii at the Ultra Music Festival last weekend, and her appearance there has continued to garner headlines, in part thanks to a now-deflated feud with Deadmau5. But the buzz about the Queen of Pop's co-signing EDM in such a major way is not lost on the genre's shiniest stars.

"It was one of the big highlights of my career, not to mention of my entire lifetime," Avicii told MTV News about Madge's cameo at the annual dance music festival in Miami. Her love affair with the genre continues to grow, and her latest release, MDNA, continues to grind on the genre, with its pulsing beats, dark electronic melodies and sexy anthems about finding love on the dance floor.

"I think Madonna always looks for the new, fresh thing," Tiësto told MTV News in Miami. "And she's always been about what I always [say,] 'Don't imitate, innovate.' And she's always been at the top of her game, and the William Orbit album is brilliant, the best one she ever made, I think. And I'm very curious to see what she's up to next, but I can only respect her that she's been around so many years. It's an inspiration."

In addition to Orbit, Madonna has worked with other EDM all-stars, including Benny Benassi and Martin Solveig. And it's those ties that bind her so closely to the genre.

"I think Madonna's always flirted with dance music, even from the beginning," Tommy Trash explained. "Like all that '80s stuff, you know? I think what she's doing is great; she's like a legend and I'd love to work with her."

That history with dance music is not lost on BBC Radio 1 DJ Pete Tong. "I think she's been, from the very first day I heard about her, she was on the dance floor at Danceteria, [the] legendary club in New York City," he recalled. "Every single record, she has embraced the dance culture, or one element of it of the day, throughout her career."

Global power balances are changing. Emerging economies are gaining more and more economic and political importance while traditional power centres are declining. The world is facing more and more global challenges that need a global answer. There fore a global civil society is need in order to address global policy. However, CSOs have been behind on working together, while our governments do.

While both European and Korean civil society organisations have solid expertise and long-standing track record in policy and advocacy on responsible and sustainable finance for development so far there have been very few interaction. PSPD and Eurodad want to challenge our decision makers together ?nationally, regionally and globally.

In Korea: PSPD works on institutionalization of civil participation in democracy, state power and socio-economic reform. Especially, The People?s Economic Committee at PSPD suggests alternatives for sound market order and monitors unfair trading activities.CSOs in the ROK have proliferated since the beginning of the democratisation process in the 1980s and have been an important factor in deepening the democratisation process. The PSPD has also developed in-depth analysis and expertise on the issues of financial institutions and sustainable development.

?In Europe: Eurodad is a CSO network conducting research and advocacy on development finance. Together with its members (link) Eurodad pushes for finance to be conducive to development. Responsible finance standards is at core of everything we do. Therefore, in 2011, Eurodad published a responsible finance charter (link) which sets out standards that would make loans and investments fit for development.

?? Strengthen networking among ROK CSOs and between them and EU CSOs by improving their exchanges and communications, their capacity to reach out to NGOs working on climate finance and human rights, and by deepening their relations with research institutions;

?Improve knowledge of EU and ROK CSOs on responsible lending and sustainable finance by sharing information and analysis on relevant national and international policy processes, and conducting joint seminars and researches;

? Enhance the capacities of ROK CSOs to advocate national decision-makers and engage in global advocacy within policy processes addressing the issues of responsible finance for sustainable development. This will be done by sharing effective advocacy strategies tested by European NGOs and by supporting access of ROK in EU and global CSO advocacy efforts. ?Among our targets are the G20, International Financial Institutions, EU institutions, the government of the Republic of Korea and decision makers in other newly industrialized countries and emerging economies.

PSPD and Eurodad alliance is consolidated on this website that allows us to disseminate and communicate our goals globally in order to find organizations and individuals interested on enriching even more our dialogue, intelligence exchange and common knowledge development.

In addition, a list-serve to facilitate information exchange and communications between Eurodad members and other European CSO allies and PSPD and other relevant CSOs in the ROK. The list-serve will aim at reaching out the broadest possible CSO audience and registration will be easily accessible from the project?s webpage. A genetic finding could help explain why influenza becomes a life-threating disease to some people while it has only mild effects in others. New research led by the Wellcome Trust Sanger Institute has identified for the first time a human gene that influences how we respond to influenza infection.

People who carry a particular variant of a gene called IFITM3 are significantly more likely to be hospitalised when they fall ill with influenza than those who carry other variants, the team found. This gene plays a critical role in protecting the body against infection with influenza and a rare version of it appears to make people more susceptible to severe forms of the disease. The results are published in the journal Nature.

A central question about viruses is why some people suffer badly from an infection and others do not. IFITM3 is an important protein that protects cells against virus infection and is thought to play a critical role in the immune system's response against such viruses as H1N1 pandemic influenza, commonly known as 'swine flu'. When the protein is present in large quantities, the spread of the virus in lungs is hindered, but if the protein is defective or absent, the virus can spread more easily, causing severe disease.

"Although this protein is extremely important in limiting the spread of viruses in cells, little is known about how it works in lungs," explains Aaron Everitt, first author from the Wellcome Trust Sanger Institute. "Our research plays a fundamental part in explaining how both the gene and protein are linked to viral susceptibility."

The antiviral role of IFITM3 in humans was first suggested by studies using a genetic screen, which showed that the protein blocked the growth of influenza virus and dengue virus in cells. This led the team to ask whether IFITM3 protected mice from viral infections. They removed the IFITM3 gene in mice and found that once they contracted influenza, the symptoms became much more severe compared to mice with IFITM3. In effect, they found the loss of this single gene in mice can turn a mild case of influenza into a fatal infection.

The researchers then sequenced the IFITM3 genes of 53 patients hospitalised with influenza and found that some have a genetic mutant form of IFITM3, which is rare in normal people. This variant gene encodes a shortened version of the protein which makes cells more susceptible to viral infection.

"Since IFITM3 appears to be a first line defender against infection, our efforts suggest that individuals and populations with less IFITM3 activity may be at increased risk during a pandemic and that IFITM3 could be vital for defending human populations against other viruses such as avian influenza virus and dengue virus" says Dr. Abraham Brass, co-senior author and Assistant Professor at the Ragon Institute and Gastrointestinal Unit of Massachusetts General Hospital.

This research was a collaboration between institutes in the United States and the United Kingdom. The samples for this study were obtained from the MOSAIC consortium in England and Scotland, co-ordinated from the Centre for Respiratory Infection (CRI) at Imperial College London, and the GenISIS consortium in Scotland at the Roslin Institute of the University of Edinburgh. These were pivotal for the human genetics component of the work.

"Collectively, these data reveal that the action of a single antiviral protein, IFITM3, can profoundly alter the course of the flu and potentially other viruses in both human and mouse," explains Professor Paul Kellam, co-senior author from the Wellcome Trust Sanger Institute. "To fully understand how both the protein and gene control our susceptibility to viral infections, we need to study the mechanisms of the gene variant more closely.

"Our research is important for people who have this variant as we predict their immune defences could be weakened to some virus infections. Ultimately as we learn more about the genetics of susceptibility to viruses, then people can take informed precautions, such as vaccination to prevent infection."

Sir Mark Walport, director of the Wellcome Trust, said: "During the recent swine flu pandemic, many people found it remarkable that the same virus could provoke only mild symptoms in most people, while, more rarely, threatening the lives of others. This discovery points to a piece of the explanation: genetic variations affect the way in which different people respond to infection.

"This important research adds to a growing scientific understanding that genetic factors affect the course of disease in more than one way. Genetic variations in a virus can increase its virulence, but genetic variations in that virus's host ? us ? matter greatly as well."
